Update: Four Charged With Illegal Drug Use In The Presence Of A 3-Year-Old Child

Early Tuesday, New York State Police in Lafayette were called to the Byrne Dairy Store on Rt 20 in that town for a suspicious man.

Troopers arrived at about 2:30 am to find Christopher Monk in the restroom with drug paraphernalia and narcotics.

As Monk was being arrested, officers saw vehicle in the parking lot with several people inside.

Walking past the vehicle, the Troopers spotted drug paraphernalia including hypodermic needles in the car.

A three-year-old child was sitting in the back seat.

Troopers arrested four people from Cortland County:

  • Christopher Monk, 28, from Cortlandville
  • Morgan Congdon, 28, from Cortland
  • Stefanie Strauf, 29, from Marathon
  • Vincent Welshman, 28, from Cortland

All were charged with Criminal Possession of a Controlled Substance, Unlawful Dealing with a Child, and Endangering the Welfare of a Child.

According to Trooper Jack Keller, the Troop “D” Public Information Officer:

  • Strauf was arraigned in the town of Lafayette Court and released, and is due back in court January 3, 2018.
  • Welshman was arraigned in the town of Lafayette Court and sent to the Onondaga County Justice Center awaiting $500 cash bail/$1,000 bond and is due back in court on January 3, 2017.
  • Monk was arraigned in the town of Lafayette Court and sent to the Onondaga County Justice Center in lieu of $2,500 cash bail/$5,000 bond and is due back in court on January 3, 2018.
  • Congdon was arraigned in the town of Lafayette Court and sent to the Onondaga County Justice Center on $500 cash bail/$1,000 bond and is due back in court on January 3, 2018.
