This information was provided by New York State Police at mid-morning Wednesday.
On Sunday, July 30, 2017, at approximately 11:13 am, New York State Police Norwich patrols responded to a residence located at 961 County Route 33, Town of Norwich, for a report of an eleven-year-old girl in cardiac arrest.
Officers arrived and determined the victim, identified as Jacelyn D. O’Connor, 11, of Morris, was deceased.
Further investigation determined she was the victim of a homicide.
On Tuesday, August 1, 2017, the New York State Police arrested James Brower, 36, of 961 County Highway 33 in Norwich for Murder – 1st Degree.
Brower was arraigned before Chenango County Court Judge Frank Revoir and sent to the Chenango County Jail without bail pending further court proceedings.
Brower’s next scheduled court appearance is in the Town of Norwich Court on Thursday, August 3, 2017, at 9 am.
The Chenango County Sheriff’s Office and the Chenango County District Attorney’s Office assisted with this investigation.
