Town Again Tables Decision on Granting Planning Approval Extension For Housing Project
A mixed-use development project on Route 13 in Cortlandville has been tabled again until the August meeting of the Cortlandville Town Board for an extension of a site plan approval. Regan Development Corporation has asked the town earlier this summer, via a letter, for an extension of their planning approvals. Regan Development originally was given approval for their project at 968 Route 13 (next to Country Max) back in 2023.
However, the project has been stalled due to Regan Development awaiting funding from the state through the New York State Homes and Community Renewal Grant funding. Plans were originally resubmitted last September in an attempt to secure funding on a second attempt through the NYSHCR for 2025. Unfortunately, Regan Development says they were not awarded funding for 2025. The company says though their chances for being awarded funding in the Spring of 2026 seem to look promising.
The town tabled the approval extension during their meeting earlier this month after Town Attorney, Fran Casullo, made a request. During last night’s meeting, Casullo asked the town to table the request again until their next meeting in the beginning of August. Casullo, though, says he doesn’t wish to create a precedent on allowing extensions, noting it will be three years passed since gaining approvals before construction could even begin. Town Board members agreed with Casullo’s concern, but agreed to table any action until he can look at the plans to see if they’re in fact up to date and to speak with the developer.
The mixed use development project would consist of one 4-story building that’ll feature both residential and commercial space. The property would also include recreation space, and a playground. Total footage for the building would be 86,544 square feet, or 21,636 sf per floor. In total, there would be 68 multi-family units and 6.278 sf of commercial space. Access to the building would be shared by the entrance to Country Max currently.
