State Police Stop Vehicle Traveling 35mph on I81 and Striking Guiderail – Arrested For Impaired Driving

New York State Police say a Trooper was dispatched to I81 South in the Town of Preble on Friday, February 14th, for a reported traffic complaint. When the Trooper arrived in the area, State Police say they observed the vehicle that was described in the complaint driving at 35mph on I81; the highway posted speed limit is 65mph.

State Police also say the Trooper saw the driver of the vehicle strike a guiderail, cross two lanes of traffic and then continue on driving southbound. The Trooper conducted a traffic stop on the vehicle and while interviewing the driver, identified as 42 year old Julie M. Cecile of Cortland, they observed characteristics that are associated with impairment. The Trooper also detected an odor of alcohol coming from Cecile’s breath.

Troopers asked Cecile to perform Standardized Field Sobriety Tests, which confirmed her impairment. She was arrested and charged with Driving While Ability Impaired (Combine Influence of Drugs and Alcohol), and Criminal Possession of a Controlled Substance, both Misdemeanors.

She was taken to SP Homer where she was processed and issued an appearance ticket to Cortlandville Town Court. Cecile is due in court next month.
