State Police – Pair Arrested on Child Endangerment Charges; One Charged With Sex Abuse
Two people have been arrested by the New York State Bureau of Criminal Investigation at Ithaca after an investigation of reported child abuse and endangerment. State Police say the investigation was opened back in August of 2024.
In a release, State Police say they were informed of potential child abuse by two suspects, 35 year old Victor Albrecht of Freeville, and 30 year old Jordan E. Boardman of Brooktondale. The investigation found Albrecht, on separate occasions in the Towns of Groton and Caroline, had touched a child under the age of 14 inappropriately. Further investigation also found Albrecht had unlawfully tattooed a child in the Town of Caroline.
As the investigation of the allegations continued, State Police found that Boardman had endangered the welfare of a child by “excessively” punishing them within the Town of Caroline. While this was occurring, Albrecht was violating an order of protection that had been issued by a judge; Albrecht was maintaining contact with Boardman.
Boardman was arrested back on December 12th on the charges of Unlawfully Dealing with a Child (Tattooing a Child Less than the age of 18) and Endangering the Welfare of a Child, both Misdemeanors.
Troopers were unable to locate Albrecht however, until it was found he was in Tompkins County Jail for an unrelated charge. Albrecht was officially arrested on Monday, March 10th for the charges of Sexual Abuse in the 2nd (Groton), Sexual Abuse in the 2nd (Caroline), Unlawfully Dealing With a Child (Tattooing a Child Less than 18 Years), and Criminal Contempt in the 2nd (Caroline), all Misdemeanors. He was processed for the charges at the State Police Barracks in Ithaca and returned to the Tompkins County Jail.
