State Police Arrest Driver For Felony DWI After Trooper Witnesses Vehicle Traveling at 5mph on I81
New York State Police say a Trooper conducted a traffic stop on a vehicle after they witnessed the vehicle traveling 5mph on I81 near the 53 mile-marker in the City of Cortland around 1:30 in the morning on Sunday, September 28th.
State Police say the vehicle was traveling northbound with half of the vehicle in the driving lane and the other half on the shoulder. When the Trooper was speaking with the driver, identified as 56 year old Reginald R. Cooper of Syracuse, they observed characteristics associated with impairment.
The Trooper asked Cooper to perform Standardized Field Sobriety Tests, which State Police say, indicated his impairment. Cooper was arrested and charged with Driving While Intoxicated, a Felony due to prior conviction.
A passenger in the vehicle was not impaired, State Police added, and was released with the vehicle at the scene. Troopers transported Cooper to the State Police Barracks in Marathon where his B.A.C. was reported to be .17%, over double the legal limit. He was processed before then being transported to the Cortland County Jail for Centralized Arraignment. He was released later in the day Sunday.
