Sheriff Recognizes Retirement and Recent Promotions

The Cortland County Sheriff’s Office has recognized the retirement of Lieutenant Garry Williams and the promotion of both Lieutenant Natoli, Road Patrol Captain, Anthony Phelps, and Investigator Sergeant Jeffery Messina.


Lieutenant Williams began his career with the Cortland County Sheriff’s Office back in 2005 when he was hired as a Corrections Officer with the Cortland County Jail. In 2007, Williams left the Jail and began his career as a Road Patrol Officer, he was promoted in 2015 to Investigator Sergeant and was assigned to the Criminal Investigation Division. In 2020, he was promoted again to Lieutenant of the Road Patrol Division with the Sheriff’s Office and later transferred as Lieutenant of the Criminal Investigations Division.

“He will be remembered as a dedicated professional with a big heart. Although he will be missed, we wish Garry all the best in his future endeavors.” The Sheriff’s Office said in a release.

There were also two promotions officially announced by the Sheriff’s Office. Cortland County Sheriff Mark Helms announced the promotion of Sergeant Kimberly Natoli as the first female Criminal Investigation Division Lieutenant. Lieutenant Natoli is a life-long resident of Cortland County, the Sheriff’s Office said. She joined the Sheriff’s Office in 2013 as a Road Patrol Officer and then a K9 Handler. In 2020, Natoli was promoted to the rank of Sergeant and a supervisor of the Road Patrol Division. In 2023, she was transferred to the Criminal Investigation Division as an Investigator Sergeant.

Another promotion officially announced was the promotion of Investigator Sergeant Anthony Phelps to Road Patrol Captain. Captain Phelps is also a life-long resident of the county and joined the Sheriff’s Office in 2006 with the Corrections Division. A year later, he joined the Road Patrol Division and was promoted to Investigator Sergeant in 2016 where he was assigned to the Criminal Investigation Division.

Lastly, the Sheriff’s Office announced the promotion of County Police Officer, Jeffery Messina to the position of the Criminal Investigation Division as an Investigator Sergeant. Investigator Sergeant Messina began his law enforcement career in 2005 as a Corrections Office with the Chenango County Sheriff’s Office. In 2006, he moved to the Road Patrol Division with the Chenango Sheriff’s Office. Later on in 2014, he left the Sheriff’s Office to work for the Village of Greene Police Department, later becoming Chief.

January 2020, Messina joined the Cortland County Sheriff’s Office as a Road Patrol Officer, and in early March 2024, becoming Investigator Sergeant of the Criminal Investigation Division.
