Senator Webb & Assemblymember Kelles Praise State Funding For Cortlandville Commons
State officials say a new affordable housing development in the Town of Cortlandville is moving forward with the help of a $9.3 million state investment.
New York State Senator Lea Webb (SD-52) and Assemblymember Anna Kelles (AD-125) praised the funding this week for the Cortlandville Commons project, a planned 68-unit affordable and supportive housing development that will also include space for a childcare center.
As previously reported by X101 News in February, the project was awarded $9.3 million in state funding through the New York State Homes and Community Renewal Low-Income Housing Tax Credit competitive funding round. The development is being led by Regan Development Corporation.
“This is a huge step forward in addressing the housing crisis for people with disabilities, seniors, and working families,” Webb said, adding that the project will help increase access to safe, stable housing in Central New York.
Kelles said the project addresses several community needs at once.
“Stable housing and reliable childcare are the foundation to strong communities and local economic vitality,” she said. “I’m thrilled to see New York State making this important investment in Cortland County.”

The development will convert a vacant lot into a four-story residential building with 68 apartments, including 27 one-bedroom units, 37 two-bedroom units and four three-bedroom units. The apartments will be affordable to households earning up to 60 percent of the area median income.
Ten of the units will be fully accessible for residents with mobility, hearing or vision disabilities. Nonprofit partner Springbrook will help refer residents for those units and provide supportive services aimed at helping tenants maintain independence.
Town officials say the project has been years in the making.
“This transformative project will develop a vacant lot into Cortlandville Commons and add affordable housing and childcare options for families,” said Gregory K. Leach, supervisor for the Town of Cortlandville. “We are grateful to our state partners for their advocacy.”
In addition to housing, the project includes about 6,200 square feet of commercial space intended for a childcare provider, which local leaders say is a critical need in the region.
Larry Regan, president of Regan Development Corporation, said the project will create housing opportunities while strengthening the local economy.
“Cortlandville Commons will provide high-quality affordable housing for working families and supportive units for people with developmental disabilities while also creating space for a much-needed childcare provider,” Regan said.
State officials said the Cortlandville project is part of a broader affordable housing initiative funded through federal and state Low-Income Housing Tax Credits administered by New York State Homes and Community Renewal. Across this funding round, the state awarded $66 million in tax credits and $176 million in subsidy loans to support housing projects expected to generate about $1 billion in total investment when combined with private funding.
