NY Senator Webb Honors Local Leaders During Black History Month

On Thursday, New York State Senator Lea Webb (SD-52) honored five local leaders from across 52nd Senate District in recognition of Black History Month, celebrating their lasting contributions to community development, education, and advocacy.

The ceremony, marked by the presentation of official commendation awards from the New York State Senate, highlighted the achievements and impact of Black leaders whose work continues to shape the region.

Each year, the Senate recognizes individuals who demonstrate exceptional leadership and service. This year’s honorees were praised for their commitment to uplifting others, advancing equity, strengthening educational opportunities, and inspiring positive change for future generations.

The 2026 recipients of the Senate Commendation Awards are:

  • Gladys Brangman, founder and CEO of Business Leaders of Colors
  • Donald Cole, leader of My Brother’s Keeper at Binghamton High School
  • Bernice Cooper, business administrative assistant at SUNY Cortland
  • Amy Rice, executive director of The Astor D. Rice Foundation, Inc.
  • Dr. Baruch Whitehead, professor at Ithaca College and founding director of the Dorothy Cotton Jubilee Singers

“These awards reflect not only personal achievement but also the enduring legacy of resilience, excellence, and community empowerment that Black History Month represents,” Webb said.

In a statement, Webb emphasized the importance of recognizing leaders whose work spans education, mentorship, entrepreneurship, faith-based service, music and the arts, and youth empowerment.

“Black History Month is a time to celebrate the achievements and leadership of individuals who are creating meaningful change in our communities,” Webb said. “Each of these leaders reflects the vision and compassion that define Senate District 52. Their dedication to uplifting families, supporting young people, and expanding opportunity across the Southern Tier inspires us all.”

While February offers a dedicated time for reflection and recognition, Webb noted that the honorees’ contributions extend far beyond a single month, helping to build a more just and equitable future for the region year-round.
