The City of Cortland Police Department arrested Stephen G. Strong of Cortland, NY after he had threatened a child, who was only 9 years old. The threat from Strong was to strangle the child with a cord.
Strong also had an order of protection in place to protect the child in question. He was arrested and charged with Criminal Contempt in the 1st degree, a felony, and Endangering the welfare of a child, a misdemeanor.
Stephen Strong was arraigned and released from custody with a later date to reappear in City Court.
