On Tuesday, June 20th, a complaint was reported to the City of Cortland Police Department of an employee at Guthrie Cortland Medical Center taking inappropriate photos of a patient with their cell phone.
The City of Cortland Police investigated the complaint and found 34 year old Matthew C. Ulbing of Cortland, had taken inappropriate photos of a patient without their consent.
He was arrested and charged with Unlawful Surveillance in the 2nd, a Felony. Ulbing was processed and later released with an appearance ticket. He is due in Cortland City Court next month.
