Grant Funding to Village of Homer For Linear Park Reinstated – Mayor Credits Senator Webb’s Assistance

State grant funding for the Village of Homer’s Linear Park on Route 11, appears to be back on the table. In a letter to Homer Mayor Hal McCabe, Director of the Grants Bureau Beatrice L. Gamache says three things will be required for the state to reconsider the grant to the village.


Originally, the state awarded the Village of Homer $258,000 towards the linear park project that has been in the works since 2015.

Gamache said for the grant to remain active, the following information is needed. First, confirmation that the parcels will be dedicated as municipal parkland and classified as public parkland on the tax rolls, including details on how and when these steps will be completed. Second, a copy of the new survey demonstrating the ownership of the property where the billboards have been installed. Lastly, to submit purchase and closing documents that include the dollar amount paid to the seller by the village.

The grant itself would be a reimbursement to the Village of Homer and will only be reimbursed when proper procurement documentation is submitted to the state.

“We are going to take care of the three items on their list, sharpish, and then once we have the money back from the state, we can start phase one of the landscaping…. Big thanks to Senator Webb’s office as well as to Colleen Deacon from Governor Hochul’s office for looking into this for me.”

SUNY Cortland and SUNY ESF have been helping with the designs of the actual park itself with Cornell showing interest in assisting. Early renderings have shown an edible park feature; certain areas though to the park must remain clear due to sections remaining under the ownership of NYSEG. The company continues to monitor the ground after remediation from a clean up years ago.
