Long time former Cortland Youth Bureau Director Francis “Fran” Norman Tokar passed away at the age of 84 last Thurseday, February 25th. He was surrounded by hi family in Brunswick, Georgia.
He majored in recreation education, receiving a Master of Science degree at Cortland State in 1966. Later he became director of the Cortland Youth Bureau for 35 years. Retiring in 1998.
As an active leader in parks and recreation, he served as president of the New York State Recreation and Park Society Inc., and for two terms as president of the Central New York Recreation and Park Society. He was also a part-time instructor at the State University of New York College at Cortland in the Recreation and Leisure Studies Department.
Francis Tokar will be missed by all.
