County DSS Announces 2025-2026 Home Energy Assistance Program Opens November 3rd
The Cortland County Department of Social Services has announced the opening date for the 2025-2026 Home Energy Assistance Program (HEAP) on November 3rd. Residents in the county, who are income eligible, can apply to receive assistance in paying their heating bills for the upcoming winter months. Residents are not required to go to the DSS office at the County Office Building to file an application, but may do so either online or via the phone to have an application mailed.
Regular HEAP applications may be found online HERE. You can also call (607) 428-5400 to have the application mailed to your residence. HEAP is a federally funded program designed to help with heating bills, and occasionally, offers summer cooling benefits, furnace repairs and maintenance.
According to Cortland County, regular HEAP will begin on November 3rd and is projected until April 7th, 2026. Eligibility for HEAP is based on income and housing situation with individuals either paying directly for heating costs or pay rent that include heating costs. Recipients of temporary assistance or SNAP will receive regular HEAP benefits automatically, the county says. Details on income limits may be found HERE.
Individuals who are age 60 or over may contact the Cortland County Area Agency on Aging at
(607) 753-5060 to receive an application and apply by mail.
