Cortland Makes Another Attempt For Funding Towards Homer Ave. Infrastructure Improvements
The City of Cortland is trying a new route in securing funding for the reconstruction of Homer Ave. in the city. The city has tried previously in obtaining funding through the state’s Department of Environmental Conservation Climate Smart Program in 2023. Homer Ave. is in need of both water and sewer upgrades in addition to rebuilding the street itself, especially with two large housing projects in the works on the street.

The Common Council voted unanimously to authorize Mayor Scott Steve to file an application for funding through the New York State Empire State Development’s Pro-Housing Supply Fund for water and sewer infrastructure improvements. The city will apply for up to $10 million dollars in financial assistance through the program. With this funding application, if awarded, the city will be required to provide a 50% match. The City of Cortland says this funding match will be sourced through the Environmental Protection Agency (EPA) Water Infrastructure Finance and Innovation Act loan.
The City of Cortland believes they have a strong chance at being awarded the funding due to the city being a Pro-Housing Community. Homer Ave. currently has two housing projects in development, Christopher Community Inc. for their redevelopment of Homer Ave. Plaza, and the Lofts at Gillette Factory near the corner of Homer Ave. and Stockon Place. Both housing redevelopment projects are awaiting additional funding from the state.Â
