Cortland Legislators to Vote on 2020 Budget at Special Meeting Nov. 12

UPDATED: A vote on adopting the 2020 County Budget was again rescheduled and will now take place at the regular legislative session on Thursday, November 21.

A special budget meeting of the Cortland County Legislature originally set for tomorrow (October 31) night has been pushed back a couple weeks, in order to allow more time for legislators to make themselves available.

The most recent changes were approved Monday night, which include the use of more than $1.7M from the county’s General Fund to bring the anticipated 2020 tax levy increase below the state-set cap of 3.25%.

The exact rate will vary slightly by municipality.

On average, a median-valued $80K home would see an estimated property tax increase of $26.19. A $100K home would see about a $32.74 increase and a $200K home would see about a $65.47 increase.

Altogether, the county’s new total property tax levy for 2020 is expected to be around $36,456,204.

Although the budget now undercuts the tax cap, the board may still take a vote on authorizing a potential override in the future to protect against any miscalculations currently undiscovered in the plan.

Meanwhile the Tompkins County Legislature saw no speakers attend last night’s (October 29) annual public comment period on the budget, which also allowed input on thw 2020-2024 Capital Plan.

County Administrator Jason Molino’s recommended 2020 budget would increase the total tax levy by 2.75%, while reducing the average tax rate by 10 cents from 2019. That would represent an increase of $12.69 in the tax bill for a median-valued $190,000 home.

It also includes a $2 increase in the County’s annual Solid Waste Fee, bringing that to $60.

The Legislature can still amend the budget before final passage.

An adoption vote scheduled at the next meeting on Thursday, November 7, beginning at 5:30 p.m.
