The Cortland County Legislature will meet for their monthly meeting a week earlier than usual due to the Thanksgiving holiday next Thursday. The legislature will meet at 6pm at the County Office Building in the City of Cortland to discuss a wide range of topics for the county.
Some agenda items to take note on are mentioned below:
Agenda Item No. 4: Establish a Payment in Lieu of Taxes (PILOT) agreement for Commercial Solar Energy Systems in Cortland County.
Back in 2018, the Cortland County Legislature adopted local law 1 to establish a PILOT agreement with Commercial Solar Energy Systems in Cortland County.
The county then adopted local law 5 in 2020, which established the payment PILOT agreement with Commercial Solar Energy Systems in Cortland County.
Revisions and recommendations were given by the County Legislature’s Agriculture, Planning and Environmental Committee with a public hearing also held on October 27th of this year.
The legislature will vote to repeal both Local Law 1 and Local Law 5. The County Legislature will then establish Local Law I of 2022, this will establish a payment in lieu of taxes agreement for Commercial Solar Energy Systems in Cortland County. Agenda Item No. 10: Adopt Local Law “K” for the year 22’ to Increase the Salary of Officers elected or appointed for a fixed term during term of office.
The County looks to increase the salary of a number of positions within the county. The county’s goal is focused on treating all employees equally with maintaining grade level salary increments attached to years of service to the County.
The Cortland County Legislature then deemed it necessary to extend by local law the same increase in salary for County elected officials, or those appointed to a fixed term.
Those elected positions include:
- County Clerk
- County Coroner
- County Sheriff
- County Treasurer
Officers appointed for a fixed term include:
- Clerk of the Legislature
- County Attorney
- Public Defender
- Veterans Services Officer
- Commissioner of Social Services
- Highway Superintendent
- Personnel Officer
- Public Health Director
- Real Property Tax Services Director
If approved, the local law is subject to a permissive referendum and will not take effect until 45 days after its adoption.
Agenda Item No. 16: Adopt the 2023 County Budget.
The Cortland County Administrator presented the tentative 2023 budget early last month, October 6th. The Legislature’s Finance and Administration Committee then reviewed and made their recommendations adopted.
The Legislature also had a public hearing on the tentative budget back on October 24th in the Legislative Chambers.
If adopted, the Real Property Tax Levy of $38,500,000.00 dollars will be set.
