Common Council Accept Recommendations of Parker School Committee – City to Issue Revised Request For Proposals

During the City of Cortland Common Council meeting last night at City Hall, the Common Council voted unanimously to approve the recommendations made by the Parker School Committee back on November 8th. With that, the City has withdrawn their Request For Proposal that was issued back in March of this year, effectively ending the proposed plan by Ithaca Neighborhood Housing Services (INHS).


A revised Request for Proposal (RFP) will now be issued by the City of Cortland with the recommendations provided by the Parker School Committee. Those recommendations include:

  • Multi-use on the first floor of the building (offices, community services, educational and developmental services, social activities, etc.)
  • Use on the second floor specified for residential
  • Maximum of 25 residential units
  • Minimum of 700 square feet per unit
  • Maximum of 35 occupants living in the building
  • A long-term commitment for the building with 25 years minimum, but 50 preferred
  • Limited to no expansion of current building
  • Preserve historic architecture and character of building
  • Parker School sign remaining
  • Playground remaining
  • No access point via Maple Ave.
  • Green construction strongly recommended for energy efficiency

The RFP will also ask for high engagement from the community regarding the planned redevelopment of the former school and provide details on planned community organizations.

In addition, the RFP will require limitations and conditions on noise levels and the allowed time for noise on the property. Lighting and light penetration, buffers and barriers, parking and traffic patterns and other items will be subject to review by county planning, and city planning and zoning board of appeals.

The next RFP will be issued after it is first reviewed by the Parker School Committee, which will also include public comments.
