Cortland Police Report: Weekend Area Arrests

Daniel S. Foster, 27, of North Main Street in Cortland was arrested Friday (November 2) at 12:15 a.m. for an incident that occurred at his residence on March 16th.

Police say Foster gave Psilocybin mushrooms to two minors–a 16 and 17 year old–and also physically assaulted a 16-year-old male resulting in bruising and broken eye blood vessels. He also choked the victim which caused him to temporary lose consciousness.

Police also charged Foster with attempting to provide alcoholic beverages to two males under the age of 21.

Jesse M. Anderson-Woodman, 27 of  Park Lane in Lansing was also arrested the day before on November 1 at 7:15 a.m. for selling marijuana to three males under the age of 18 at the same residence on Main Street.


Nicholas S. Partis, 32, (homeless) was arrested on Thursday (November 1) at 11:30 a.m. for stealing approximately $1,800 dollars’ worth of tools from a spectrum van that was parked at 224 Tompkins Street. He was sent to jail on $2,500/5,000 to appear on Wednesday (November 7).

Samantha A. Luyando, 22, (also homeless) was also arrested on October 31 at 4:50 PM for the same charges. She was sent to jail on $2,500/5,000 to appear November 1.

Joseph M. Jarlenski, 24, of Church Street in Cortland was also arrested at the same time 11:30 AM for giving a false statement about the burglary to police on October 31. He was also found to be in possession of stolen property from the burglary. He was released to appear in court on November 21.


Justin N. Westmoreland, 20, of South Street in McGraw was arrested Saturday (November 3) at 1:00 a.m. for refusing to leave the area of a fight on Water street.

Police say he fought with officers when he was arrested and damage an officers uniform. He was released to appear on November 14.

Also arrested during the same incident on similar charges was Maurice J. Peterson, 19, of Church Street in McGraw. He was also released to appear November 14.


Larry G. Payne Jr. of Jackson Drive in Cortland was arrested Friday (November 2) at 10:45 p.m. for threatening two customers while at the 7-11 on North Main Street. He also knocked a display off the counter. He was released to appear on November 16.
