Officials investigating the upstate New York limousine crash that killed all 18 aboard and two other bystanders say that the vehicleâ€™s driver didnâ€™t have the necessary federal certification to operate it.
They also say the limo failed a state inspection last month.
It’s also been reported that one of the passengers had texted concerns about the â€śterrible conditionâ€ť of the limo to a friend less than 20 minutes before the accident.
Investigators said the vehicle didnâ€™t leave any skid marks before impact.
The incident is still under investigation, including by the New York State Police.
