City PD Arrest Man After He Climbs Through Apt. Window; Man Arrested For Meth

Cortland City Police on Monday (July 30th) arrested Billy J. Foster Jr, age 25, of Cortland around 7:40pm numerous charges, including robbery & burglary, both felonies.

According to a press release, he went to a residence on Main Street and entered the residence by climbing through a window, once inside he grabbed a 21 year old female and knocked her to the floor, and grabbed her cell phone while she was attempting to call the police while in front of the victims 2 year old child.

Police charged him with harassment, endangering the welfare of a child, criminal mischief, and aggravated family offense. He was also charged with two felonies, robbery, and burglary.

He was sent to jail on $250 cash or $500 bond. He’s due to appear in court on August 12th.


Cortland City Police also report the arrest of Thomas C. Joseph, age 22, of Homer.

He was arrested yesterday (July 31st) at 2pm for petit larceny, and unlawful manufacture of methamphetamine, a felony.

Police say the day before, on Monday, (July 30th) at about 9:15pm he stole a bicycle from a residence on Charles Street. Police found him riding that stolen bicycle yesterday on Main Street. He was also carrying a backpack which contained the materials for making meth.

He was sent to jail on $1,500 cash or $3,000 bond. He’s due to appear in court today.
