Facebook Harassment, Cell Phone Use While Driving Among Cortland Police Arrests

Cortland Police arrested Raqual Osuna, 38, of Cortland, on Friday night.

Officers charged Osuna with  DWI, Resisting Arrest, Unlicensed Operation, Failing to stop at a stop sign, and using a phone while driving.

According to information provided by police, Osuna blew through the stop sign at Main and Union.

She was released until her next schedule appearance in City Court on April 18.


Theron Webb, 35, of Truxton, was arrested by Cortland Police earlier Friday evening for Endangering the Welfare of a Child and Harassment.

Lt. Tick Troyer reports that Webb shoved a 26-year old woman in front of two children.

Webb was released until his next court date on April 11.


A threat on Facebook led Cortland Police to arrest Ocean Libby, 21, of Cortland, for Harassment.

Libby apparently threatened to kill a 36-year old woman and was arrested Friday evening, according to the police report.

Police say Libby was released until her next scheduled appearance in City Court on April 25.


Friday afternoon, Cortland Police say Mark Walsh, 42, of Cortland, broke a plastic sign at the County Office Building.

Officers say Walsh is to answer to a Criminal Mischief charge when he returns to City Court on April 13.
