Cortland Police Say Homeless Man Faces Felony Drug Charges

Vincent Welshman, who is 29, and told police he was homeless, was arrested Saturday morning at 8:30.

According to Cortland City Police, Welshman was charged with two felony counts of Criminal Possession of a Controlled Substance, and Criminal Use of Drug Paraphernalia.

Welshman was also arrested on a warrant for Assault.

Police say he had in his possession 4.9 grams of meth, 12 wax packets of heroin and a scale.

Welshman was sent to jail awaiting $10,000/$25,000 bail, and is due to appear in City Court on Wednesday.
