Cortland Police Report Two Arrests From Weekend Activity

Police say he punched a woman in the face in front of a five-year-old girl.

Therefore, officers from the Cortland Police Department arrested David Congdon, 34, of Cortland on Saturday just before 1 am.

Congdon was charged with Endangering the Welfare of a Child and Harassment.

Lt. Rick Troyer says Congdon was released but has a court appearance today (Monday).


A man from Wisconsin may not be aware of how things are done in New York.

Thomas Talbot, 32, was arrested by Cortland Police Saturday morning a little after 1.

Police say he was urinating in front of 138 Main Street and fought with officers trying to arrest him.

Talbot is due in court today (Monday), charged with Disorderly Conduct, Resisting Arrest and Obstruction of Governmental Administration.
