Police Say Drugs Make Parents “Unable To Care” For Baby Girl

Someone complained about the noise coming from an apartment on Owego Street in Cortland a little after midnight Wednesday morning.

Cortland Police checked and found Justin Knapp, 30, and Didra Stevens, 22, so under the influence they couldn’t stand and were unable to care for their three-month-old baby girl.

Police say the couple was using Metadate CD, a controlled substance.

Knapp and Stevens were charged with Endangering the Welfare of a Child and Possession of a Controlled Substance.

The child was turned over to a relative.

Mom and Dad are to be arraigned in Cortland City Court today (Wednesday), according to police.
