County Legislature Appoints Binghamton City Engineer as New Highway Superintendent
Cortland County has a new Highway Superintendent. Lawmakers have voted to hire Broome County resident Philip Krey to serve as the next head of the County Highway Department, Solid Waste Division, and County Airport.
Krey who lives in Conklin is currently Binghamton's City Engineer. He has previous engineering experience in the private sector as well.
Krey was approved unanimously by the legislature last night, he says he looks forward to settling into his new role here in Cortland County.
Krey pledged that he will work to continue the county's current 10 year multi-million dollar road and bridge capital improvement plan. Krey believes the plan is adequately tackling the needs of the county's aging infrastructure, he says trying keep up with highway repairs is always a challenge given the limited resources that many communities face.
As Binghamton City Engineer Krey was in charge of design, management and construction supervision of all city projects including street reconstruction, water and sewer systems, parks, bridges and all other infrastructure.

He administered the City's Sidewalk Assistance Program, maintained and updated city maps and provided engineering services to other city departments. Krey's responsibilities also included oversight of Binghamton wastewater treatment plant. Krey acknowledged he has never managed a landfill or an airport before, those two facilities also fall under the County highway department.
Krey's appointment follows a nearly five month long search, he succeeds former County Highway Superintendent Don Chambers who left in March to take the same position in St. Lawrence County.

Initially the county did not see at lot of interest in the job. Lawmakers voted to raise the salary to draw in more applicants.

Krey will be paid nearly $94 thousand dollars a year not including fringe benefits. Krey is expected to start at the end of August and will be required to move to Cortland County as a condition of his appointment.
