Cortland County Clerk Opts Out of NY Safe Act Pilot Program
Cortland County Clerk Elizabeth Larkin has joined a growing number of County Clerks that are opting out of a State pilot program that encourages pistol permit owners to begin recertifying their pistol permits ahead of a 2018 deadline.
Citing a lack of support and communication from the the State Larkin along with other County clerks have shelved the re-certification program for gun owners.
The NY SAFE Act passed last year requires all handgun permit holders to be recertified every five years with their local county clerks or sheriffs. According to the law, all permit holders need to be recertified by 2018.
Cortland was among seven counties where pistol owners could start the process of verifying their permits early. The intent was to avoid a last-minute rush as the 2018 deadline approached.
By February the first of 500 handgun owners were supposed to get their recertification notices, but the process came to a halt.
Larkin who chairs a NY SAFE Act subcommittee for the State County Clerks Association says the counties involved have not received promised support from the state.
Part of the problem is that the state has struggled with development of databases as part of the NY SAFE Act. A system allowing background checks for all ammunition sales was originally supposed to be in place by Jan. 15, but its rollout has been indefinitely postponed amid reports the database isn't ready.
It is an election year in Albany, all state legislative seats and the Governors Office are up for reelection this year. Clerks have been told the focus on registration will likely increase after the November elections.
