Tioga County Man Accused of Abandoning Dog in Blodgett Mills
A former City of Cortland resident is facing charges he’s accused of abandoning his dog when he was evicted from his apartment nearly three months ago.

36-year-old Martin Apgar who now resides in the Town of Owego was arrested Tuesday by Cortland County SPCA Humane Officers. The Tioga County man is charged with abandoning an animal and a misdemeanor charge of failure to provide proper sustenance.
On August 23, the Cortland County SPCA found a female pit bull along Blodgett Mills Road in the Town of Cortlandville.

Investigators traced the dog back to Apgar.
They think he dropped the dog off on the road when he was kicked out of his Cortland apartment for having the dog.
Apgar is due in Cortlandville Court December 16 to answer to the charges.
The dog remains in the care of the SPCA, they are soliciting donations to care for the dog as well as the other animals currently being cared for at the shelter.
