Homer Village Board Tables Environmental Review of Zone Change For Apartment Project
The Homer Village Board of Trustees have completed part of the environmental review documents in connection with a proposed 40 unit apartment complex targeted for the village, they have tabled completion pending a traffic study.
The village board of trustees went through the first half of the State Environmental Quality Review documents as part of a request to rezone an over 4 acre parcel near the intersection of Route 281 and Route 41.
Developer Ken DeMunn of Cortland wants the site rezoned from a business use to a planned development district; he plans to construct six two story apartment buildings on the site. The project if approved would be built in two phases. The development would also include parking for up to 85 vehicles.
The project would create up 8 temporary construction jobs and 1 full time permanent position and would add several rentals to the village.
The D-E-C has sent the village a letter indicating it does not believe that the project will place any natural resources at risk including nearby Factory Brook. The agency did say that a full storm water management plan should be completed as part of the site plan process.
Village Mayor Genevieve Suits and board member Mike Berry raised concerns that some information requested as part of the environmental review had not been provided by last night’s meeting. Among the missing details was a review from the Fire Department indicating that the access road for the project will provide sufficient clearance for emergency vehicles.
Suits says one of the other missing documents is an updated traffic study from the State D-O-T showing the current traffic volumes in the area and how this development may impact those volumes.
DeMunn requested and received the same zone change back in 2007, at that time he proposed a smaller project that called for 28 apartment units. The project never moved forward and the zoning change expired prompting the renewed request.
The board did not set a date to resume the review.
