Cortland Police Arrest Sex Offender For Failing to File Change of Address
Cortland City Police have charged a registered level 3 sex offender with failing to notify police that he had moved into the community.
 
City Police have charged 48 year old James Dowd of 28 Port Watson Street with failing to notify a change of address as a convicted sex offender; which is a class D felony.
 
According to the State Sex Offender Registry Dowd previously lived at an address in Allegany N.Y, but apparently moved to Cortland at some point.
 
Dowd was convicted of a single felony count of sex abuse in 1999; he had sexual contact with a 10 year old girl. Dowd was sentenced to 6 months in jail and five years of probation.
 
Dowd was arraigned in City Court on the new charge and sent to the County Jail on $500 cash or $1 thousand dollars bond, he’s due in court Friday.
