Cortland City Police have charged 32 year old Luis Morales of 33 James Street, Homer with felony counts of D-W-I, aggravated unlicensed operation, and a motor vehicle equipment violation.

City Police stopped Morales yesterday on Port Watson Street for driving with an obstructed windshield, it was determined he was also driving drunk.

Morales was charged with a felony D-W-I due to a previous D-W-I conviction in less than 10 years.

Morales was arraigned and held in the County Jail without bail, he's due back in Court next Monday.
